Technological progress has become the most important decision factors of the sustainable and long-term economic growth. The contribution rate of technical innovation for a country or a region’s technological progress is higher and higher. Companies, especially the large and medium-sized industrial enterprises are the main body of technology innovation, their technical innovation ability, not only is the key of winning the sustainable competitive advantage and development, but also plays a significant role in the region economy growth and enhancing competition ability.The key to achieving healthy and rapid development of Shanxi Province economy is to strengthen technological innovation ability, and in Shanxi Province’s economic development, large and medium-sized industrial enterprises has a pivotal position. Therefore, how to define the enterprise technology innovation ability, build large and medium-sized industrial enterprises’technological innovation ability evaluation index system, select systematic and scientific evaluation method to evalute the large and medium-sized industrial enterprises’technological innovation capability, and formulate strategies for the existing problem of the large and medium-sized industrial enterprises’technological innovation capability, are the key of economic development and winning the competitive advantage of Shanxi ProvinceOn the basis of summarizing the predecessors’research, this paper defines the concept of enterprise technology innovation ability, and bases on the principle of evaluation index system to build the large and medium-sized industrial enterprises’technological innovation ability evaluation index system. Then, it analyzes qualitatively the current situation of large and medium-sized industrial enterprises’technological innovation capability in Shanxi Province, and uses the entropy weight method and the improved TOPSIS method based on connection degree to analyze quantitatively. In the end, according to the existing problems, it targetedly puts forward counter-measures and suggestions to promote the large and medium-sized industrial enterprises’technological innovation ability in Shanxi Province.This paper’innovation points:(1) It uses the improved TOPSIS method based on connection degree to analyze the large and medium-sized industrial enterprises’technology innovation ability. The method can preferably reflect the thought of systematic analysis. Therefore, it is more suitable for the evaluation of enterprises technological innovation ability and this method’evaluation result more scientific and accurate.(2) This paper horizontally and vertically analyze the large and medium-sized industrial enterprise’technology innovation ability in Shanxi Province;It compares horizontally the large and medium-sized industrial enterprises’technology innovation ability and analyzes vertically overall development trend of the large and medium-sized industrial enterprises’ technology innovation ability. Then it puts forward some countermeasures.
