Emergency material scheduling plays an important role in preventing and reducing loss or damage caused by emergency event. The core work of emergency rescue is the large amount disaster-relief goods scheduled timly, rationally and effectively. In recent years, the emergency material scheduling is one of the research hotspots. How to schedule the limited resources in the shortest possible time and in the most economical manner is the crux of the matter.In this paper, the process of emergency material scheduling is firstly described, and characteristics of emergency supply scheduling are analyzed comparing with normal commercial goods transportation scheduling. Based on the demand of emergency materials and the feature of emergency rescue task, emergency material scheduling can be divided into two stages, namely, stageâ… in which saving lives is the main task, stageâ…¡in which resettlement victims is the main task. And a two-stage emergency material scheduling process is designed in this paper.The factors which influence priorities of the emergency materials demand are analyzed. The index system of demand priority is established, and the the index weightings are determined by the analytical hierarchy process in this paper. On this basis, a Vague set based demand priority partition model for emergency materials is given. According to the six major influence factors of emergency material demand quantity, the conceptual model of predicting demand quantity for emergency materials is designed.The multi materials, multi supply places and multi demand places problem is taken as the research background. A two-stage emergency material scheduling model in which material demand priorities are considered. Giving consideration to emergency time and costs, during stageâ… , shortest emergency time is taken as the objective, aimming to transport emergency materials in shortest time; during stageâ…¡, minimizing emergency cost and emergency time are taken as the objective, aimming to transport materials by the most economic manner in shortest time.Two scheduling models are solved by two respectively designed Genetic Algorithms. Symbols encoding and natural ordinal number encoding are adopted in the encoding process. In order to speed up the operation efficiency and ensure excellent individual to be replicated and inherited, optimal solution preserving strategy is used during selection, crossover and mutation operators. Finally, by calculation example whichi are abstracted from practice, the validity of above models and algorithms are validated.
