Research On Construction Land Use Efficiency In Shaanxi Province

China is currently in a stage of rapid development of urbanization,on the one hand,theexpansion speed and scale of construction land is improving,on the other hand,the use ofconstruction land is extensive and inefficient.Based on these, researching the constructionland-using efficiency has an important realistic meaning in improving the constructionland-using efficiency,saving land resources and easing the conflict of land use.Based on existing theory and research result of the review,taking an example ofconstruction land-using efficiency in Shaanxi Province,through analyzing the overallland-using situation of the11cities around Shaanxi from2001to2011,selecting10indicators,establish PCA-DEA model drawing on existing research to combine the principalcomponent analysis and data envelopment analysis,extracting the principal component of theinput and output indicators. Via this model,we get construction land-using efficiencycomparison results of11cities in Shaanxi Province from different perspectives,obtainingconstruction land-using relative efficiency of11cities.based on this,the paper used Tobitregression model studied the factors that influencing the efficiency of urban land usefeficiency this research has a positive reference to reasonable expansion and healthydevelopment of the land for construction of Shaanxi Province.The following conclusions:(1)Analyzing the construction land-using situation of11cities in Shaanxi Province insize and structure,and evaluating the case study by DEA,the conclusion which has drawn isthat the land-using efficiency of Shaanxi Province is higher in general,but in recent years theefficiency has downward trend,while there is also a waste of land resources and unreasonableuse phenomenon.(2)The construction land-using efficiency has obvious differences in different regions inShaanxi Province.Meanwhile,urban land in most cities are used in high efficiency theland-using efficiency has no-direct relationship with the scale of the city and the level.(3)The reasons that make low construction land-using efficiency of11cities in ShaanxiProvince is various,including the diminishing returns for the excessive input scale of,but themainly reason is too much input,no-fully utilizing as a result of inadequate input and low management level and policy orientation.For these reasons,Shaanxi Province should activityattract investment,increase the input of capital and labor,improve the use efficiency ofresources,introduce new technology and new management mechanism;meanwhilecoordinate the proportion of various input elements,then walk on road of intensive urbandevelopment.(4)The level of economic development,urban fixed asset investment,science researchinvestment,differences in geography and land size are the outside factors that influencing theefficiency of urban land use.
