Through practices of more than a decade, agricultural land consolidation project has played an important role in protecting cultivated land resources, improving agricultural comprehensive production ability, optimizing the structure of agricultural land, guaranteeing the food and ecological security, benefaction to people, etc. However, as the developing of agricultural land consolidation up to now, more and more problems have been exposed, particularly, the lagging or even the lack of the final management and maintenance resulting in many problems, such as the damaged pavements, blocked ditches, stolen water pump motor and the damaged farmland shelterbelt, etc. Based on the investigation, the results showed that the three great restricting factors in the final management and maintenance are unclear subjects, imperfect regulations and insufficient funds, insufficient funds is one of the main problems for the management and maintenance efficiency. Presently, the research about the capital of final management and maintenance is very scarce.Starting with the research of the contents and measures of the final management and maintenance, this paper systematically analyses capital demand of management and maintenance, and provides a budget drafting method. On this basis, the capital supply channels and supply schemes are proposed. The conclusions from the field investigation are as follows:(1) The contents of the final management and maintenance in agricultural land consolidation project include the management and maintenance of engineering facilities, dealing with the contradictions and disputes. The costs of management and maintenance consist of four parts:the expenses of engineering construction (including direct engineering costs, measure expenses), equipment procurement costs, other expenses (including the costs of consulting suggestions, publicity expenses, maintenance and patrolling costs) and contingencies. The expenses of engineering construction is decided by the damage percentage and extent of the facilities, the damage percentage and extent are increased with the growth of utilize time, decreased with the improvement of construction quality. The other expenses are proportional to the unit price of management measures, occurrence frequency, the number of village groups.(2) Due to the lack of the final management and maintenance, the facilities’service life is shortened. Under the present circumstances, the costs of management and maintenance of the first two years account for3.02%of the total investments of agricultural land consolidation project, in which the expenses of engineering construction, equipment procurement costs, other expenses, contingencies corresponding percentage are67.54%,10.02%,19.53%and2.91%respectively. With the development of the management and maintenance, the damage condition of facilities will be alleviated, and the expenses of engineering construction will go down, while there is still great room for the costs of management and maintenance to move lower.(3) There are several modes for the final management and maintenance in agricultural land consolidation project, among them, the agricultural association mode can realize more effectively supply of management and maintenance, rather than the collective mode and the personal mode. Through membership, priority and other institutional arrangements, the agricultural association mode can successfully raise money from the benefited peasant households, the self-raised funds and government subsidies are used for providing the final management and maintenance, which help to maximize the social benefits and improve the supply efficiency. Thus, farmers, government and agricultural professional associations should be considered as the supply main bodies of the final management and maintenance in agricultural land consolidation project.(4) This thesis adopted the extended linear expenditure system (ELES) Model to study the rural household’s ability to pay for the final management and maintenance. They fall into three groups:the first group,11.11%families’annual net income per capita is lower then2053Yuan, they have no ability to pay for management and maintenance. About15.21%families have the limited financial ability of payment when their expenditure structure was readjusted, their annual net income per capita between2053-4410Yuan. The last group, when the annual net income per capita of farmers reached4410Yuan, they have the ability of payment completely, accounting for73.68%. This paper calculates the farmers’willingness to pay for the final management and maintenance by using the contingent valuation method (CVM). The results show that the maximum average willingness to pay (WTP) is201.61Yuan per person per year, using the weighted summation of the different payment methods, and it has proved this amount under the farmers’payment capability.(5) The main supply of the fund of final management and maintenance is diverse, which includes farmers, government and agricultural professional associations. The scope of farmers’capital contribution includes natural damaged bund, the small-scaled farmland water conservancy works such as sublateral canal, field ditch, culvert, field check gate, etc, the production road, the small-scaled protection engineering facilities such as slope protection (intercepting drain, flood discharge trench), windbreak, and so on. The scope of the government’s capital contribution includes the large-scaled water source project facilities, the cross-region water conveyance project facilities, large-scaled canal system structures, field road, the protection engineering facilities such as bank slope protection, gully control project facilities, check dam, sediment storage dams, etc. Equipment procurement costs, measure expenses and contingencies should be born by the government. The costs of consulting suggestions, publicity expenses, maintenance costs, patrolling costs and management personnel salary are funded by the agricultural professional associations. According to the above mentioned scheme, farmers, government and agricultural professional association proportion of capital contribution are35.06%,45.40%and19.54%respectively.
