China as the largest developing country, also gradually adapt to the development trend in these areas. Many multinational companies set up IT outsourcing service center in China due to the labor value is relatively low. In recent years, with the development of China economy, labor dividend gradually lost, rapidly rising labor costs, in addition to the rapidly development of Chinese information industry, the demand for software and information service personnel rapidly increase. At the same time human resources in short supply, cost advantage is gradually losing in the outsourcing services industry as result. Especially for the projects such as system maintenance, must entering the budget cost control mode.Based on the basic theory of financial management, human resource management and project management, using the method of case analysis, deeply research and analysis the main reason of three factors that ALC project cost facing including the characteristics of the project, project background and the staff. From the perspective of cost control, combined with the current situation, proposed several solutions for the ALC project:(1) Adjustment from the point of the personnel allocation, fully and efficiency use the knowledge and skills of the staff, create a reasonable personnel structure. The establishment of a comprehensive asset library. Through the management for asset accumulation, that assets can gradually accumulated, and will take positive effect on subsequent work, meanwhile reducing the unnecessary repeated cost and improve the learning curve effect.(2) Active personnel adjustment. Staff analysis, some staff not competent should be turn away from the project actively, on the other hand, some staff own strong ability, but the project has no suitable platform for them, in the long run, these staffs work enthusiasm will be gradually reduced, the accumulated grievances will eventually turn into unexpected staff turnover. Initiative to adjust these people can not only reduce the project cost pressures, but also supply talents for the company development.(3) Staff development path planning. With career development planning for employees to establish multiple channels within the company to provide the conditions for employees in the long term development in the enterprise projects to improve employee loyalty, so solve the problem of high employee turnover rate.(4) Improve labor value added. To take view from client finds new business. Follow the new business, there will create new requirement from client at IT and system maintenance. The four points proposal as above realize the effective control for project human capital cost at a reasonable level, ensure the project staff stability, knowledge accumulation effectively plays a role, and ultimately improve customer satisfaction, enhance the competitiveness of the project, but also provides a reference for other projects.
