After the reformation and opening, Chinese economy achieves the huge development. Social products become increasingly abundant. On the contrary, the quasi-public goods are lack seriously. The main reasons are scarce capitals, the unitary supplier and unreasonable supplying structure. Nowadays, drawing the international capitals and making use of foreign capitals to develop our quasi-public goods are necessary and feasible. The core is the pricing problem of quasi-public goods.At first, this article introduces the basic theories of quasi-public goods and the supplying and pricing status of Chinese quasi-public goods. And it also analyzes the problems and reasons. Second, it introduces the status of using foreign capitals in China. Especially it analyzes the status and problems of Chinese quasi-public goods developed by foreign capitals It also demonstrates the necessity and feasibility of making use of foreign capitals to develop our quasi-public goods. Third, using the Game Theory, it analyzes and demonstrates the pricing problems of different kinds of quasi-public goods developed by foreign capitals and gets conclusions. In the end, this article gives some suggestions of drawing foreign capitals to develop Chinese quasi-public goods.The fourth chapter is the core of whole article and also is the blaze point. Firstly, it introduces the developing procession and basic theories of the Game Theory. Secondly, it analyzes the pricing problem of public resources and gets the conclusion—because it's too hard to exclude those unpaid people, this kind of quasi-public goods should be free supplied by the government. Thirdly, this article analyzes the pricing problem of club goods with the price model of the Complete Information Static Games and also gets the Nash equilibrium solution. Fourthly, it analyzes the pricing problem of Public Utilities using the bargain model of the Complete Information Dynamic Games, and gets the Subgame perfect Nash equilibrium solution.
