| National defense science and technology industry is the strategic industry. As theglobal competition becomes increasingly fierce, military technology develop rapidlyand global new military change aggravate. After the10th Five-Year, our countrystrengthened the defense modernization in order to adapt to the international situationand development needs. The continuously and strengthened fixed-assets investment ofnational defense science and technology played an important role. This kind of demandtraction and task assurance construction thought of national defense science andtechnology industry fixed-assets investment ensured the completion of correspondingtask. However this construction way also induced some problems, such as the lack ofconstruction condition, low level and repeatedly construction, low resource utilizationefficiency and low investment benefit.
