Now our country has officially entered a highly aging society,which means a large number of labor force into retirees,they not only do not pay pension insurance,but also draw a large number of pension payments.In 20 years’ time,pension benefits will be eight times higher,according to estimates.The large number of institutions and institutions,not only do not pay pension insurance,pension treatment is far higher than social workers.If we do not reform,the financial burden will be further excessive,social contradictions will further intensify,and our social stability and economic development will be affected.Guangdong is a province with a large economy and a large population.It is also a pilot area for the pension insurance reform of government and public institutions.From 2015 to2022,Guangdong Province has been on the road of pension insurance reform for government and public institutions for seven years.Now the integration has been realized,the employees have borne the old-age insurance expenses that should be paid,the pension has been socialized,the old-age insurance final settlement has been basically completed,the occupational annuity system has been established,and the reform is about to come to an end.However,after the reform of the government and public institutions endowment insurance system is not perfect,there are still some problems.First,the reform is not thorough enough,there are still uninsured groups should be insured and there are different groups between the phenomenon of unfair treatment.The second is the endowment insurance fund raising problem,some units or personnel did not according to the requirements or policies can not be included in the scope of insurance,thus did not pay the corresponding endowment insurance costs,at the same time,some units due to insufficient funds and other reasons to default endowment insurance costs.Third,in terms of the use of pension insurance funds,there are irregularities in the use of funds,different standards for fund distribution,unclear pension benefits in the future,and insufficient fund appreciation and preservation in management.Fourth,the short-term amortization of the construction and transition cost of subsidized occupational annuity leads to great financial pressure.Fifth,it is difficult to balance efficiency and fairness.This pension insurance reform aims to achieve social fairness and solve the old inequity.However,due to the different promotion degrees of enterprise annuity and occupational annuity,and the different ways of pension planning for retirees at different ages,there may still be inequity among different groups.Sixth,there are other problems such as uneven structure and declining rigidity of treatment for in-service workers.No reform is flawless,and every reform has its limitations and legacy.However,if the problems left by the reform are not properly addressed,the expectations and results of the reform will deviate,and as the deviation increases,the efforts of the past few years may be undone.Starting from the practical work,this thesis takes the problems faced by Guangdong Province after the reform as the foothold,combines the reform experience and lessons at home and abroad,further deepens the key theory and practice foundation of the reform,and puts forward the countermeasures and methods to solve them.Increase fund income,strengthen system implementation,so as to solve the problem of endowment insurance raising,relieve financial pressure;Standardizing the expenditure and perfecting the endowment insurance system to solve the problems of the use and management of endowment insurance;People with a high degree of understanding of the policy are also more satisfied with the implementation of the policy.It is necessary to strengthen publicity and improve publicity methods to improve ideological guidance and support for reform.Optimize the reform system to prevent new inequities;Continue to promote the reform of public institutions,as far as possible to do should be insured insured;We will vigorously develop the second and third pillars to solve the problem of unbalanced endowment insurance structure and maintain the effect of reform.
