Research On Management Institutional Change Of Chinese Tobacoo

Tobacco occupies an important position in China’s economic development and it isan important source of state tax revenue. However, the national government mustdevelop a reasonable policy to regulate its development due to the particularity oftobacco itself. Our country has attached great importance to the development of thetobacco industry since the foundation of our country. The government developed theinstitution of the state-run and state-owned system, the monopoly system and themonopoly system market reformation to make the tobacco industry to develop moreorderly and healthily.Based on the theory of institution change theoretical framework, the authoranalyzed Chinese tobacco institution changes course to predict future trends oftobacco institution. This paper is divided into five parts: the first part is theintroduction mainly discusses the background and significance of this research, theresearch status and research methods and innovation. The second part introduces theconcept of institution, the connotation of institution change theory and research model,laying a strong foundation for the following content. The third part describes thecourse of Chinese tobacco institution change and implementation of tobacco-ownedsystem, the tobacco monopoly system and the market reforms of the monopoly system,the course of development of the tobacco system to make the course clear. Part IVpart discusses the problems in the Chinese tobacco institutional change, institutionalchange target is not reached, the high transaction costs in the process of change andtobacco institutional change path dependence, and explore the reasons for theseproblems. The V part of put up with the solutions of tobacco institutional change, andpredict the future trend of development of the tobacco system.This type research of domestic policy changes is not efficient. Tobacco is animportant part for the country’s economic development that can not be ignored, andthe development of rational policies for the development of the tobacco industry is ofgreat significance. This paper attempts to get information from reference, collect data,and using other methods, based on punctuated equilibrium theory, making a reasonable prediction of the changes in tobacco policy development, and expecting todraw the general law of the policy-making.
