Agricultural Project Institution Research Of The Northwest Based On The Theory Of Path Dependence

Agricultural project institution has also been widely adopted in village public products supply in China. Currently, Agricultural project institution in Northwest has serious efficiency issues, the multiple function of agricultural project distribution system of the northwest depends on its agricultural production and the economic features in this region. In addition to accelerate industrial structure adjustment, it can provide implementation solution to anti-poverty policy for the government, reduce the marginalization of the disadvantaged, and reconstruct the trust mechanism in countryside as well as improve the peasants' ability to participate in society.After summarizes the present research situation of agricultural project assignment system source and relevant suggestions, the author believes that the current measures can not effectively address the root causes,and the problem is increasing return characteristics of the agricultural projects system lead to dependence, we need to find out fundamental solution to the problems from how to breakthrough benefit system "closed" state of the countermeasures. In view of this, this article from the perspective of path dependence theory, to verify the analysis concluded by the survey data from Gansu, Qinghai, Ningxia and other provinces, studies the agricultural projects obstacles and difficulties of institutional change in Northwest, in order to break "closed" state of the countermeasures.The main body of this paper is divided into six parts:The first part is Articles Introduction. The second part collates the concept of pork barrel, path dependence and institution change etc. and then puts forward the perspective of this paper. The third part introduces agricultural project institution, the characteristics of agricultural project institution of the northwest and the existing problems. Based on summarizes the present research situation of agricultural project assignment system in the northwest and makes a general analysis for the countermeasure research done by domestic scholars. Meanwhile, the author discovers that the source to fail to solve the problem effectively is that the existing institution is easy to cause path dependence and proposes the foothold in this paper. The fourth part analyses the incrementing characteristic of existing system returns from four dimensions to the characteristic political activity of agricultural project assignment system in order to explain the current institutional path dependence combining segmental research data. The fifth part is relevant suggestions on how to break the path dependence. The sixth part is the conclusion.
