A Study On The Third Party Payment And Governance Mechanism Under The Marxist View Of Fairness And Justice

The economic development of our country is now at the new normal level, while, China’s financial reform, under this background, has step into the stage of rapidly developing of the comprehensively reform, promoting the depth of the financial services and Internet technology timely put forward by the "Internet +" plan and high speed development of the Internet financial. As the basis service of Internet financial operation, the third-party payment platform seizes the opportunity and takes advantage of its own advantages, which aims to meet the public demand for innovative payment way and at the same time to make up the inadequacy of traditional payment and has already obtained the development which progresses by leaps and bounds. But this rapid development has saturated with "barbarian growth", which enabled us to see the the risks behind, no matter for consumers, enterprises, Banks, or for the third party payment itself. View of fairness and justice in our country is inherited from Marxist ideas of fairness and justice, and selective absorbs the traditional concept of fairness and justice in our country combining with the actual situation of the social development of our country. Therefore, Marx’s concept of justice for the healthy development of the third-party payment industry also has important guiding significance.The first part of the thesis, first of all, analyzes the concept of fairness and justice. Through comparing the connotations of the two concepts in different angles, this thesis found out that the two words are both inner linked and united. And then explains the connotation of fairness and justice, which point out that the characteristics of fairness and justice are multiplicity, concreteness and relativity. Secondly formation process of fair and justice of Marxism is discussed, and the three major sources are the German classical philosophy, the British classical economics and the Utopian socialism. Meanwhile Marx, through the critical inheritance and development, mainly discusses the important thought of the inheritance and criticism phases. Finally the main content of Marx’s concept of fairness and justice is analyzed as historical materialism, criticize capitalist social injustice and the way of the proletariat to realize fairness and justice.The second part discusses the fair and justice performance in the third-party payment. First of all, on the basis of comprehensive analysis of the theoretical achievements at home and abroad, this thesis concluded the definition of third-party payment; Secondly this thesis sums up three main characteristics of the third party payment: trading fast, its neutrality and business side wide; Lastly, analysis is made to the understand the concept of fairness and justice in the third-party payment and find out the fair and justice concept third party pay itself and its developing process need to follow, which lead to the risk of third-party payment.Under the guidance of the Marxist view of fairness and justice, the third part, combining the actual situation of China’s national conditions and development of the third party payment, analyzes the risks in the third-party payment: one is involved in payment services risk and credit risk under the condition of equality of opportunity in trading payment; the second is fund security risk and risk of financial crime in the equivalent process of exchange transactions; the third one is the industry internal competition risk and industry risk of external competition advocated in the third-party payment market under the premise of fair competition.The fourth part is the main body of this thesis, guided by the Marxist view of fairness and justice, put forward the perfect idea for the current third party governance mechanism. In combination with the actual situation of our country third party payment management, the general policy of improving the governance mechanism is discussed here. Based on the reality of the risk of third-party payment, seven aspects of perfect idea are put forward.
