The Analysis Of Rural Old-aged Security Level In Different Regions

With the implementation of the new type of rural social endowment insurance pilotguidance, there runs one new institution in China’s rural areas. Up to now, four yearshave passed. The new institution has covered the all of the old people in rural areas andhas guaranteed their basic life. But at the same time, the new policy not only relies onpayment of individual account, but also relies on the financial support in central and localgovernment.In China’s society, dualistic economy is one distinguished feature, and in contrast,the Social Security system between urban and rural areas also has an otherness. Thisphenomenon has led to the imbalance of area developing. Because of the reasons, thenew institution also has some different policies in different place. Have a deepunderstand and study of the diversity in new old-aged insurance would benefit to fulfillthe institution and improve the reality level of Social Security.In rural old-aged security system, new type social endowment insurance is just oneimportant part. Because it has reflected the characteristic of socialization, it becomes themost important part of the system. In China’s national condition, there are lots of ways inold-aged security, such as family supporting, land revenue and the system of supplement.And these ways could play an important role in people’s security. To study the diversityof the old-aged security could find the effective ways to complete the rural endowmentsecurity system and improve the whole level of people’s subsidy.This article is aim at the differences between the policies. We can find that in thedifferent regions and provinces all have their special institutions. And to have one deepstudy of the optimum level and reality level in rural old-aged security is significant tounderstand the appropriateness of the whole system. Our purpose is to offer someeffective method to support the policies.This paper is composed by six parts:Chapter Ⅰ: Defined the basic concept, and expounds the proper level of ruralsociety endowment insurance research’s theoretical basis.Chapter Ⅱ: Analysis of the background of China’s Social Security and theimprovement of the rural endowment insurance. And on this basis, find the cause of thedifferences in Social Security. Chapter Ⅲ: Measure and calculate the optimum level in whole rural old-agedsecurity. Analysis the different region of situations about the endowment insurance is thebasic purpose of this part.Chapter Ⅳ: Calculate of the reality level of Social Security in China’s rural areas.Chapter Ⅴ: Analysis of the appropriateness in rural old-aged security, and find theinfluence of the whole system in rural areas.Chapter Ⅵ: On the basis of successive qualitative and quantitative analysis and therelevant conclusion, this chapter puts forward relevant policy, suggestions of improvingthe rural endowment insurance moderate level, the main measures include balancingurban and rural endowment insurance system of the financial investment, perfecting newfarming insurance the system, ensuring that rural society endowment insurance businessscientific development.
