Establishing a complete social security system is the best way to ensure economic construction and maintain government authority and residents'safety. Rural social endowment insurance system, an important part in the whole social security system, is closely related to the basic living of the majority of peasants. Since the implement of reform and opening-up policy, the government placed great importance on birth control and economic development strategy. A growing number of rural labors swarmed into cities and made great contributions to urban construction. Meanwhile, the aging problem became increasingly severe, and the traditional belief "raising sons to support parents in one's old age" is strongly attacked. Therefore, government needs to change this conventional belief and draw up a new kind of rural social endowment insurance to satisfy the special condition and maintain stability. Since the beginning of 1980s, government has been trying to establish the rural social endowment insurance but without obvious improvement. The main problem is the fact that peasants had little interests in it. Under such circumstance, the major factors that influence the peasants' willingness to take part in rural social endowment insurance are analyzed in this paper so as to provide suggestions to establish a new kind of insurance system.This paper is composed of five sections. The first section, the introduction, mainly discusses research background and significance and put forward the approach and innovation. The second section draws a conclusion of basic principles of the rural social endowment insurance and comparatively analyzes and draws on the experience of differences between rural social endowments insurance systems nationally and internationally. The third section focuses on the necessity and feasibility of encouraging peasants to take part in the insurance system. Section four studies and exemplifies the factors that influence peasants. The last section put forward suggestions to the national rural social endowment insurance system based on the studied results.On the basis of quantities of references, an influence factor model is framed, on-the-spot investigation is conducted and the collected data is analyzed. The results shows that six factors contribute to the willingness of peasants taking part in rural social endowment insurance system, namely, health factor, mental factor, social factor, financial factor, cognitive factor and ideal factor. At last, based on this result, proper suggestions are put forward to establishing rural social endowment insurance system.
