| Corn is a resource that can continue to use in short cycle and it has a high output in nature. It has a large space of industry processing,a long industry chain, various kinds of products. Jilin Province is the main producing area of corn in China. It is also one of the "Golden Zones of Corn" in the world. However,the development of Jilin province’s corn processing is obviously backward,it cannot change resource advantage into produce advantage and Economic advantage. Technological innovation lag is the main reason.This paper analysis from the actual situation of Jilin Province,the questions of Jilin province corn processing industry has been put out. Standing at the view of the global economic development in Jilin Province, and the enhancement of scientific and technological innovation of the corn processing industry,recognize the importance of improving corn technological innovation, make every effort to perfect the mechanism of the corn processing industry technological innovation,so that it can make the corn processing industry in Jilin Province steady and rapid develop,and further improve the overall competitiveness of the corn processing industry. The main contents include:(1) Jilin Province has rich resources of corn, it is the main place of com processing in China. By the state of Jilin corn resources, it supplies adequate resources, reveals the problems in corn processing in four aspects:system, quality, the power of supervise and produce level. These problems are pro-reason that make the scientific and technological innovation of Jilin corn processing industry.(2) Analysis the status of the scientific and technological innovation of the corn processing industry in Jilin, it demonstrated a lack of scientific and technological innovation:equipment, technology and scientific research person, and compared to the developed countries is relatively backward, most of the corn processing industry are lack of awareness of independent innovation and the power of research. By the overall analysis, it emphasizes the importance of the development of scientific and technological innovation of the corn processing industry.(3)Through data collection, using DEA efficiency analysis method, analysis of the output efficiency of inputs from the scientific and technical personnel, test funds, purchase of equipment, production and operation costs, and comparison of the actual efficiency of Jilin corn industrial technology innovation from2007to2012.The results show that, reasonable allocation of funds and personnel is the key to reach the significant condition of corn processing industry technological innovation. Jilin Province should continue to increase the intensity of the corn processing industry. Further improve the overall efficiency of the technological innovation of the corn processing industry.(4)According to the status and problems of Jilin Province corn processing industry, and the analysis of the key to reach the significant condition, it raised countermeasures to promote scientific and technological innovation and development of corn processing industry, is that combine the personnel, funds and equipment effectively;expanding the research team;strengthen the support of the government, and improve the management system; establish evaluation departments; create a good, and stable environment;promote the construction of the corn processing industry, in order to improve the international competitiveness of Jilin Agricultural, and achieve the leapfrog development of the rural economy. |
