Study On The Policy And Funding Of Resources Highway Construction In The Eastern Region Of Xinjiang

With deepening of reformation and opening in Xinjiang and the rapid development of the nationaleconomy, with successful convocation on the Central Working Conference for Xinjiang and on the ninth、the tenth of seventh Regional Party committee of Xinjiang expedite t transformation from resourceadvantage to economic，and promote leapfrog development of Xinjiang. The transportation infrastructure ofresource development of the eastern region of Xinjiang has entered a stage of rapid development. Attendant,the characteristics of "overloading, high flow and channel traffic" due to the mine resources developmentcause enormous pressure to mine resources road, lack of maintenance funds has become the bottleneck ofthe Xinjiang mineral highway transportation infrastructure. Meanwhile, abuses of eastern Xinjiang mineconstruction financing system appeared. The investment and financing to highway exit many problem suchas investment and financing in a single channel, increased financing costs, financing risks, and localrevenues. In view of these, the Xinjiang Dongjiang Area mine resource road construction faced brutalheavy traffic challenges, the mine resources Highway construction, maintenance funding gap large reality,the study to exploreing and analysising development mode through mineral resources compensinginfrastructure in Dongjiang Area Mine is urgent.Relying on Xinjiang Department of Transportation “Study on Technology Policies and Financing toXinjiang highway” project, the thesis carries out research for management mode of income from DongjiangArea resource development compensing resources highway construction funds. Contents are as follows：(1) east of Xinjiang the mine resources Highway Investigation；In view of inevitable relation between exploiting resource and developing local economy,it is enforcedthat investigation and analysis to resource distribution、resource reserves and resource exploitation inmining area of Xinjiang、research on development of industrial policy and construction state of minehighway in Xinjiang and builting mine highway..At the same time, it is extremely urgent that how to raisethe construction capital for highway.(2) east of Xinjiang mine resources highway construction funds financing model for；According to the related policy, combined with the existing practice of the Mainland successfulexperience in this regard, as well as the autonomous region the area, from the operational level, in-depthstudy of policy measuresand implementation of the program, proposed in this paper.(3) Research and Management Patterns of the east of Xinjiang mine resource Highway MaintenanceFund;According to relevant national laws, regulations and policies, combined with the the Xinjiang actualresearch to make policy recommendations and feasible measures for implementation.In summary, this study resolves the troubled eastern Xinjiang the Area Resource highway constructionfunds shortage custody technical problems, Dongjiang Area mine resources to compensate for HighwayConstruction and Maintenance underfunded development strategy eventually worked out.
