Research For Minerals Resources Plan Of Aertai Region, Xinjiang

Mineral resources are the foundation of human’s survival and development, and the lifeline for national economics. With the rapid development of our economy, the consumption of mineral is in continuous increase and the degree of resources security declines, the shortage of resources has become one of the bottleneck restricting economic development. Therefore, the exploration and development of mineral resources management must be enhanced to ensure a steady supply of mineral resources. As an important component of the national planning system, mineral resources planning is the programmatic document to guide the exploration and development of mineral resource and the important basis to realize the effective management of mineral resources exploration and development. Aertai is a typical resourceful area with superior metallogenic condition and abundant resource. It is one of the mineral resources-concentrated regions in China. Making a scientific plan of mineral resources according to the actual situation of Aertai has a vital significance to promote the regional economic development and social stability. It may also speed up the progress for Aertai to become the mining industry base of non-ferrous metal, ferrous metal, rare metals and precious metals in Xinjiang autonomous region, even in our country.The thesis systematically summarizes and analyzes the mineral resources situation, the distribution and variation of the reserves of advantageous non-ferrous metals, ferrous metals, rare metals and precious metals and non-metallic mineral resources in Aertai region, summarizes the recent status and existing problemsin of geological survey, mineral exploration and evaluation as well as the mineral resources development and utilization. Meanwhile, the goal for mineral resources planning is detemined in accordance with the contribution of mining development to economic development and the analysis on the situation of supply and demand.Based on the theory and method of regional metallogenics and metallogenic series, the ore-forming geological conditions, main ore types and metallogenic regularities and prospecting potential in Aertai region are analysed.By synthetically considering demand and benefit goals for social and economic development, copper, nickel, iron, lead, zinc, rare metals are selected as the mineral resources for priority exploration, Aertai region is divided into three exploration belts(north, middle and south), and26sub-zones, and concrete work suggestion is proposed. In terms of the theories and methods of market economy, mining cycle and industrial cluster, ore types for encouraging mining, restricting mining, prohibiting mining are determined in order to ensure the supply, make the mining industry develop cosmically and intensively, optimize the allocation of resources, layout scientifically and reasonably. The layout mining area is divided into four kinds:encouraging, limiting, prohibiting and strategic storage. Based on the overall analysis of factors influencing the resource allocation, the principle and scheme of optimizing the allocation of resources in Aertai region are proposed. Acording to the present situation of mineral resource integration and mining right management, the author puts forward suggestion on the integration work and mining right management in Aertai region.. According to the regional economic development level and layout for mining exploitation, in line with the principle of overall planning, adjusting to local conditions, playing advantage, mining cosmically and intensive utilization, the mining economic development of Aertai region is divided into two I grade economic zones and two II grade ones and five sub-grade ones. Following the principle of developing in protection, protection in developing ", the mine environment protection scheme for the new mines, existing mines, collapsed mines and the controll scheme for mine ecological environment and mining solid waste are designed. The operative work suggestion for the environmental protection and control during the mine development are also proposed.The results obtained from this thesis may have an important reference value to the12th Five-Year Plan which is being formulated in Aertai region.
