High technology industry is the pillar industry in domestic economicdevelopment. The efficiency of its innovation system has great impact on theefficiency of the national innovation system, and national comprehensivestrength and competitiveness. More and more attention has been paid to thedevelopment of high technology industry and the efficiency of its innovationsystem by countries. This paper measures the efficiency of the innovationsystem of China’s high technology industry, and puts forward policysuggestion and methods for the existing problems.On the basis of previous research achievements, this paper firstly defines therelated concepts, describes generally the present developing situation of hightechnology industry and the level of input and output of its innovation system,after then analyses the innovation system of high technology industry.According to the previous research achievements and the detailed analysis, thepaper builds the index to evaluate the innovation system of our hightechnology industry. The paper employs DEA (data envelopment analysis)model and the malmquist index through selecting manpower and capitalinvestment as input variables and scientific output and benefit output as outputvariables to evaluate statically and dynamically the innovation system of hightechnology industry according to different industrial divisions and regions.The research shows that the high technology industry in China has developedvery fast in recent years, but there are still a lot of problems. In static views, the efficiency of the innovation system in different industrial divisions variesgreatly. DEA is relatively efficient in the innovation system of electroniccommunication and equipment manufacturing, medical equipment andinstrumentation manufacturing and computer and office equipmentmanufacturing, but relatively inefficient in the innovation system of aviationspacecraft manufacturing and medicine manufacturing industry. In dynamicperspectives, the progress efficiency of the innovation system differs. Theinnovation system of pharmaceutical manufacturing industry and aviationspacecraft manufacturing is relatively low efficient. In static points, theefficiency of the innovation system varies greatly in different regions. It isDEA effective in Beijing, Tianjin and Anhui, and not DEA effective in otherregions. In dynamic points, most of the regions have been in rapiddevelopment over the past10years. Only the change of the total factorproductivity of the innovation system of the high technology industry inShaanxi province is less than1, which means a backward.The imbalance development of the innovation system of the high technologyindustry, warns us that we must attach importance to the existing problems.We need to adjust the inputs and the structure of the industrial divisions whichare not in the efficient frontier, according to the characteristics of its returns toscale. For the low efficient regions, we need to appropriately increaseinvestment, and give appropriate policy priorities.
