Continuous progress has been made in rice breeding technology in Jiangsu province since the year1949, the output of rice has increased year by year. Besides the positive function of liberation of agricultural production relation and proper input of each rice production factor, we must see it that technology has made an outstanding role in species improvement. A series of excellent-quality and high-output rice species has been successfully bred and broadly popularized in production with unrelenting effort of mounts of excellent academies in the province. So far, more than30new species of high quality up to national standard level3have been successfully bred in Jiangsu, among which5species are indica rice and25are japonica rice. The output has continuously gone up since the beginning of21century in Jiangsu ProvinceBased on featured change of rice output in Jiangsu province since1949and aiming at every slight technological change of the species improvement, the essay launched separate study in relation between rice output of Jiangsu province and change of soil species to improved species, indica rice to japonica rice, tall variety to dwarf variety, normal to hybrid species, and popularity of five-time technological progress of rice species such as super rice species. We can see from the study that these change improved rice output one time in the beginning of1960s and average output of rice improved greatly during this period. The popularity of hybrid rice species in1970s-1980s once again improved rice output of Jiangsu province to a new stage of which in1976the output changed from4051.64kg/ha to7500kg/ha in the beginning of1990s. The selected breeding and popularity of super rice species in recent year has made up for the decreasing sowing area which sustains the average output of rice.For the diversity of technological efficiency in rice plant among13cities in the province, with the help of technological efficiency loss model of random frontier production function, the essay analyzed rice plant input data from the year2004to2006, selected such variables as irrigation conditions, regional economical level and new species input proportion. The analysis indicated that sowing area still had great impact on rice output, while the input of labor and capital has turned out minus in marginal effect in improving rice technological efficiency. In aspect of loss of technological efficiency, such factors as condition of agricultural production, diversity of area and popularity of new species had great impact on rice output, and this is also an important reason why rice output in Jiangsu province differed in different sowing area.Technological progress especially species improvement has great impact on rice plant in for Jiangsu province, thus we need to pay great attention to industrialization of rice species in process of selected breeding and study, and also in the process of popularity, we need to make great promotion of new species according to time and place, and during growing of rice, we need properly make full use of good species and sowing technology. As a most important planting area of Jiangsu, northern Jiangsu stands in disadvantage in low production technology, new species utilization and natural conditions(such as irrigation, soil), thus we need to increase input and strengthen construction to improve rice output and economy development of Jiangsu Province.Thus we need devoted ourselves in breeding species according to circumstances and popularize the plant of new rice species. The production technological efficiency in north and middle of Jiangsu Province is relatively low and the access to the opportunity of utilizing new species is much less, thus more input is a necessity to improve the rice output of whole province.
