In recent years, with the increase of efforts to develop affordable housing, low-rent housing and price-limited housing and renovate shantytowns, the housing problems of low-income families have been initially solved. However, there are still a part of low income families with housing problem, that is, they do not have the capacity to buy or rent houses in the market temporarily. This part of groups consists mainly of these people who cannot afford commercial housing, price-limited housing and affordable housing and do not meet the conditions of low-rent housing, so they cannot enjoy affordable housing. With the rapid development of urbanization, the living conditions of college grads, new hires and migrant workers are most in need of effective improvement. Expanding the supply of public rental housing will effectively solve the housing problem of the low income community in cities and provide guidance on reasonable housing consumption. This plays a crucial role on controling housing prices and stabilising the housing market, so the supply of public rental housing needs to be substantially strengthened. But it still exists a lot of problems in practice. This article puts forward some solution counter-measures based on systematically analysing the problems in supply of public rental housing. We hope that it can provide reference for the government work.The structure of this paper is composed of five parts, the first chapter introduces the background, significance of the topic and the domestic and foreign literatures summarize. The second part is mainly about the main types of affordable housing, the background and the current situation. The third part stresses the present situation of the public rental housing. First, the concept of the public rental housing and its characteristics are explained; second, it mainly elaborates the present situation of the public rental housing in typical cities of Beijing and Chongqing and their experience reference; then it introduces the practice situations in South Korea and our reference from them. The fourth and fifth chapters are the focus of this article. The fourth chapter points out the existed problems in supply of the public rental housing:a single main supply, the total supply shortage, difficulties in financing, financial pressures of the government, the land supply shortage and so on. The fifth chapter puts forward some counter-measures to solve these problems based on the fourth chapter:building diversified main supply of public rental housing, expanding the coverage and construction scale of public rental housing, widening the financing channel and innovatiing ways of land supply.
