At the beginning of twenty-first century, with the development and revolution of electronics technology, global economic integration has become much more obvious,"the world is flat" let us know the development tendency of our economic environment, the current economic integration in a more open area will lead to a new round of competition in the market. In this context, information communication became effective means of competition, but now the environment of obtaining information is not fair enough. The key of competition between enterprise lies in quickly capture of economic information and make good use of it. The human resource management of an enterprise is an organic system. The incentive activities such as payment, promotion and distribution of benefits play an very important role in the organic system, which stimulates activities closely connected with the relevant elements in the human resources management system, to improve the level of human resource management and save operating costs. Performance appraisal is the basis of the implementation of the distribution of benefits, also a key link in the employee motivation.Multi-level distribution of benefits through the performance evaluation system for employees is an important means of human resource management system and employee motivation. The use of performance evaluation to allocate the interests in multi-level is carried out in depth and refinement of performance management. How to evaluate the performance of the construction project department staff effectively, to establish the corresponding performance appraising system for effective assessment has underestimated practical significance for improving the management level of construction project department, work performance and promoting the sound development of construction industry.Starting from the basic theories and methods of incentive activities, conbined with the current situation of construction enterprise project, this essay has refined the designed questions in incentive activities of the performance-appraising system. Firstly, the paper illustrated the research background, in the foundation of referring to a great deal of literature, utilized the360all-round performance appraisal design method, the critical weight index method and the AHP to solve the problem of project officers performance appraisal; The paper analyzed the current situation of construction engineering enterprise, listed the existing problems and in the example of company A, it pointed out the problems in the interests allocation and tried to put forward some design plans of interests allocation in perform system.This study is of great significance for enhancing the operational efficiency of the project department of construction enterprises and implementing effective human resources management in the enterprise.
