In recent years, with the rushed development of real estate, real estate development has led to China’s economic growth. Taking into account the commodity characteristics of real estate, real estate goods for any citizen of the country, occupies a significant portion of its property ratio, and thus the definition of housing property directly related to the integrity of the property rights of our citizens, but also on social stability and people live happy lives. Suzhou housing ownership registration status quo analysis summed up the problems in the housing ownership registration. The article quoted the transaction cost theory, Theory of Institutional Change on the causes of the problems in the real estate property registration and targeted countermeasures and suggestions of problems in improving housing ownership registration. This paper draws some important conclusions as follow:Chapter Ⅲ analyzes the problems in housing ownership registration of Suzhou City, there are four problems to be mentioned. One of which is that there are conflicts of the application of the law relating to real estate property rights laws and regulations of Alto. Secondly, the registration system is imperfect. Real estate property registration authority is not uniform; the liability provisions of the registration authority are not comprehensive, the proxy system is imperfect. Third, there are many problems in the registration process. The working procedures of the registration staff do not rigorous; lack of application for registration system; the provisions of the application for registration the way there are loopholes; the provisions of the registration review mode is very vague. The final one is that registration information is not uniform and there is a lack of public city for ceand low registration agency staff service quality problems.These problems for four reasons, one of which is the legislative and the other is a registration system procedures. From the legislation of the housing ownership registration, housing ownership registration laws and regulations are not uniform, and the indivisibility of the executive power and civil rights. From the institutional point of view of registration procedures, the causes of the problem include the following aspects:first, the housing ownership registration authorities are not uniform mapping system vulnerabilities; Second, the housing ownership registration by type is not scientific enough; third, the effectiveness of housing ownership registration requirements is not uniform; Fourth, the housing ownership registration publicity force still need to complete and perfect; Fifth, the liability risks of the registration personnel qualifications and the registration authority system is not clear. Another is the degree of information is not enough, the registration of ownership and inefficient. At the same time, the housing ownership registration agency service awareness is relatively thin, and the improvement of housing ownership registration cannot proceed from the point of view of the service-oriented government.Based on current problems, this paper proposed the following solution:First, housing ownership registration regulations of Suzhou should be updated and improved. First of all, the Suzhou housing ownership registration of local laws and regulations need to be improved, the second is to clearly define the concept of laws and regulations. Secondly, housing ownership registration system is here toimprove. First of all, the merger of the housing ownership registration authority; is to expand and improve the existing type of real estate registration, the specification to improve the credibility of the registration of property rights. Thirdly, explore the force of the implementation of the changes in housing property, and real notary system is still on its way to further improve of the publicity of housing ownership registration; liability risk system is to strengthen and the registration personnel qualifications and certification system still need to be reinforced. Third, the final settlement of the trends from the housing ownership registration, information construction will be a future direction. Housing ownership registration department shall reform gradually transformed into a service-oriented institutions. |
