Facing the new trend of the development of the global economy, domestic industries, especially the infrastructure industry, are actively doing strategic transformation and upgrading to change the way of economic development. Especially in recent years, our country has adopted a series of economic stimuli to stimulate domestic demand. Fixed assets investment becomes "locomotive" of promoting economic growth, so construction enterprises get rapid development. However, we must be soberly aware that such a large-scale investment in fixed assets can’t be sustainable. Once the policy changed, the investment slowing down, especially the changes in the railway financing environment etc., will bring a big challenge to traditional railway construction enterprises.In order to cope with the new challenges, as a representative of the Chinese railway system, ZT must have timely adjustments to get an effective strategy about strategic direction.Using the case analysis method and strategic management theory, this thesis has conducted a detailed analysis of present situation and internal and external environment of ZT, especially internal resources,and examine what ZT’s strength, weakness, opportunity and threat are. Based on these, this study combine practice and the strategic management theory, and have a systematical interpretation on analysis and selection of ZT’s strategic transformation.Finally, this thesis suggests some specific measures for ZT strategic transformation. We should (1) focus on strategic guidelines and the implementation of advance planning;(2) focus on the integration of resources and the improvement of the management relations;(3) focus on structural adjustment and the optimization of the industrial layout;(4) focus on the coordinated development and the extension of the industrial chain;(5) focus on management improvement and the innovation of mechanisms;(6) focus on culture guidelines and the transformation consensus. This study not only has a realistic significance for ZT’s strategic development in the new economic environment in the future, but also do theoretical support for long-term development of the domestic and international railway system in strategic transformation.
