Throughout the world, the economic development in twenty-first Century will be the era of leading industrial cluster.The energy-saving industry is the construction of two types of social and responding to climate change, to seize the future commanding point of competition strategy choice and a new round of economic development of emerging pillar industry.Energy-saving industry go the road of cluster development, is the scientific development, the only way to leapfrog development, but also the right path to promote new industrialization and new urbanization interactive development.In this paper, author did some research on the theory of industrial clusters and energy-saving industries, and on this basis, from the expedition Ziyang energy-saving industrial clusters development status and analysis of the main factors affect the Energy-saving industrial cluster formation, demonstrated the necessity, feasibility on energy-saving industrial cluster development and finally put forward to the energy-saving industry cluster development of strategic thinking and suggestions about the city of Ziyang.The structure of this paper are arranged as following:the first chapter is introduction, including research background and significance of this study, the ideas and methods, the research status review at home and abroad, the innovation points and shortcomings.The second chapter is a comprehensive study of the energy-saving industry theory, the theory of industrial clusters, especially in energy development of industrial clusters. The third chapter to the development of energy-saving industry present situation and the problems were analyzed, proved the feasibility of the development of energy-saving industrial cluster in the city of Ziyang. The fourth chapter analyzed the factors that affected the development of energy-saving industrial cluster in the city of Ziyang, identified the weak links of the development of energy-saving industrial cluster.The fifth chapter unifies the related theory and the practical development of energy-saving industry in Ziyang, put forward the strategic thinking of industrial development and to formulate cluster planning, to create effective demand, the industrial cluster investment, to optimize the structure of enterprise, to integrate the production elements eight countermeasures.
