| Land consolidation is a new term put forward by the land resource system. The government combines land consolidation with rural development, especially with the New Countryside Construction. Land consolidation plays an important role in revitalizing the land stock, intensifying the utilization of land, expanding farmland and increasing land productivity. And it is also an important strategy in farmland protection, sustainable development and overall planning of urban and rural land.Minority region is a complex area with special location. With the advance of industrialization and urbanization, the agricultural development of minority region has entered a new era. However, many problems arise in the comprehensive land consolidation, such as the lagging preparatory work, the difficulties in the replacement of homestead, the construction of rural settlement not conforming to economical principle and agrarian culture, and the insufficient fund in land consolidation etc. These problems may be attributed to the following factors:the lack of consistent policies and countermeasures, the irrational increase in construction land, the conflict between overall land consolidation and the lagging village planning, the lack of performance appraisal mechanism, the limited financing channel, and the neglected farmers’will etc. Taking Puquan village, Beisi, Heshan in Zhuang region to conduct the field investigation, the writer of this thesis analyses the innovation in the model of land consolidation and explores the effective measures in combining land consolidation with New Countryside Construction. It is found that land consolidation exerts significant influence on the transformation of Puquan’s economic structure. Successful land consolidation can be achieved by government’s support, farmers’ motivation, timely instruction on farming technology, appropriate market orientation, and the introduction of foreign fund etc. Land consolidation will contribute to better planning of minority villages and the rational transformation of rural economic structure, thus giving full play to the potential of rural production factors and the basic function of market mechanism, ensuring the effective utilization of rural ecological infrastructure and fundamental farm land as well as the benefit of land to farmers. |
