The development process of the entire world economy has showed the progressive type development of the industry. The Primary Industry developed first, from1780s, with the rise of the British Industrial Revolution, in the worldwide the Second Industry started to develop with high-speed, all major countries in European, the United States, Japan, have became a major force in the world economy through the rapid development of the Secondary Industry. To the early1960s, the economic center of gravity of the world’s major developed countries began to shift towards the Third Industry. With the highly sophisticated industrial economy, and the rapid development of IT technology, the global industrial structure is accelerating the transformation of a postindustrial service economy significantly, and it gradually formed a typical characteristic of the21st century global economy. After the Financial Crisis in2008, the major developed countries in the world have put in a "re-industrialization" strategy, the development of secondary industry become the theme of the World Economic again. Therefore, the study of the development of the industrial structure evolution law and reasonable adjustment of China’s three industries ratio are of great significance for China’s sustained and stable economic development.The paper gives detailed international comparison of the current development status of the three industries firstly, the analysis include the proportion of the added value of China’s three industries, the proportion of employment, labor productivity, and the development speed, stimulating contribution to the national economy as well as international industry trade.Through these comparative analysis, we can find that there are still large gaps between the three industries in China and developed countries in the world, mainly contain following aspects:the proportion of value-added of the Primary industry in the national economy and the proportion of employment are still relatively high especially the proportion of employment, and it has the lowest labor productivity; the proportion of the Second Industry added value and labor productivity in the three industries are the highest; proportion of the Third Industry in the national economy compared with developed countries has significant gaps; from point of view of the industrial trade, China’s Goods Trade is significantly better than the Services Trade, it can be seen that the Second Industry is still the main driving force of China’s economic development.On the basis of comparison in the industry, paper selects119countries’ industry structure data around the world in2009, comes up with a general summary of industrial structure evolution law in the economic development process, and analyses the development trend of China’s industrial structure from four angles,including per capita GDP, the level of urbanization, the level of industrial development as well as the current industry structure of the input and output of the reasonableness, combined with the new dynamic of the development of the world’s industrial structure, the paper argues that the Second Industry is still to be focused on in the next period in our country, and then puts forward the adjusted model of the proportion of the structure of the China’s three industries by the productivity terms.
