The Research Of Performance Evaluation About Government Policy Which Support Returning Migrant Workers’ Entrepreneurship In Jiangxi Province

In recent years, affected by the global financial crisis, the first-tier cities in China had beensuffered, and resulting in a large number of enterprises failures or reduction of batch production.Therefore, it makes a lot of unemployed migrant workers go back to hometown. How to place suchabundant migrant workers and solve their employment problems become the focus of the governmentand society. National and local government promulgated a series of supportive policies andpreferential measures to encourage migrant workers to start their business in hometown. And”employment by entrepreneurship” becomes the main measures to solve the problem of a large numberof unemployed migrant workers returning home. Generally speaking, the policy has achieved someresults, but the entrepreneurship rate and the success rate of entrepreneurship of migrant workers arenot very significant, and need to be improved. In addition, because of the geographical differences,the method and efforts of government support policy are different, which also make the scientificevaluation of the policy of helping migrant workers start their business have become an urgentproblem to be solved.The evaluation of government policies is one of the hot research at home and abroad, but theresearch of government policy for returning migrant workers’ entrepreneurship are rate, and theexisting literature has focused on qualitative analysis. In this article, we take Jiangxi Province forexample, and construct the system of performance evaluation of government policy for returningmigrant workers, and quantitative analysis the performance of government policy, and provide thetheoretical support and decision-making guidance for government to develop and improve the policyof supporting returning migrant workers to start their business.First, this article analyzes the present research situation of returning migrant workers’entrepreneurship and performance evaluation at home and abroad. Second, we study conclusions andrelated literatures, and formed a preliminary idea of constructing the system of performance evaluation of government policy for returning migrant workers in Jiangxi Province. Throughinvestigation and practice, we construct the system of performance evaluation index of governmentpolicy for returning migrant workers in Jiangxi Province by expert advice and expert interviews. Andthen we analyze and determine the weight distribution of every evaluation index by AnalyticHierarchy Process (AHP). At last, we use the method of fuzzy evaluation to combine qualitative andquantitative index assignment with score effectively, so that it can increase the scientific and guidanceof the performance evaluation.The first part introduces the background of research、purpose and significance of research、relevant research status、research content、basic theories and methods; The second part focuses on theanalysis of policies which government make to support the returning migrant workers; The third partfocuses on the construction of performance evaluation model of government policy for returningmigrant workers in Jiangxi Province, including the construction of evaluation index system andanalyzing the weights of performance evaluation index by AHP, and empirical analysis. According tothe result of performance evaluation of government policy for returning migrant workers in JiangxiProvince, the fourth part makes a comprehensive analysis of performance evaluation of governmentpolicy for returning migrant workers in Jiangxi Province, and offers a proposal of improving policy.Finally, the article summarizes the contents and results of research, defect, and the prospects.
