Game Theory is one of the extremely important perspectives to study the issues of public policy implementation.The analysis method of Game Theory is an important part of the methodology of the public policy analysis.Since China's Reforming and opening-up in 1978,diversified pleas of social interest groups have been increasing.As one of the public policies,the real restate public policy has been improved and perfected during the course of interest conflict-solving.Research on the issues in process of China's real estate public policy implementation based on Game Theory perspective,has not only the deep theoretical significance,but also strong practical significance.Based on the internal and external public policy implementation theories in real estate and the current situation of political operation system in China,this paper studies the issues in the process of public policy implementation.Combined with the practice of our national public policy implementation,this paper analyzes the meanings of the issues in process of China's real estate public policy implementation,its performances and its endangerment specifically.Also,this paper probes the causes of the"Non-cooperation Game"between the different executive subjects.Based on this,this paper poses some corresponding suggestions,to decrease the issues in process of the public policy implementation,and to improve the efficiency of policy implementation."Non-cooperation Game"of the real estate public policy implementation arises from people's inherent impulse in pursuit of their own maximizing interests.So it is necessary to integrate their interests if we want to transform the non-cooperative game into the cooperative game.This paper absorbs some relative principles of the Institutional Economics,and designs as follows:The systems base on the integration of the interests are design as follows:clear borders of property rights,reasonable definition of power resources of the public policy implementation subjects,forming the coordination mechanism of the interests between the public policy subjects and objectives,the intensity of punishment for game acts of irregularities.Through a series of regulations, constraining the game behavior and initiating cooperation,we will reduce the issues in the public policy implementation and ultimately achieve policy objectives.This paper consists of 5 main parts:In the part of"Introduction",this paper explains the origin of topics,the research review of the theory both at home and abroad,as well as research tools,research methods,its framework and its innovative points.In the first part, this article will sort out some concepts and definitions on the issues in process of real estate public policy implementation,and then point out the importance of this research.In the second part,this article will focus on analyzing "non-cooperative game" phenomena in process of China's real estate public policy implementation at the present stage.Also,we will sum up the forms of "non-cooperative game",and then point out its main hazards,and finally, analyze its causes.In the third part,this article will attempt to the plight of rational thinking on "non-cooperative game,",and use the "cooperative game" strategy to carry out the institutional arrangements,to optimize the game rules,and to maximize the public interests.In the part of the "conclusion",this article will point out that the future direction of this research:"Cooperative Game" is the only way to solve the problem to the issues in process of public policy implementations at this stage,and "Trust game" is development direction to solve the issues in process of public policy implementations in the future.There are some innovation points in this paper:Firstly,we focus on theoretical innovation.Some relative theories on Game Theory are used in this paper."Cross-Game", as the main analytical tools,is used to explain the relations between the persons or departments who are responsible for the policy mention from the vertical and horizontal dimensions,and to demonstrate the game strategies between the persons or departments who are responsible the policy implementation by the examples of policy analysis.Secondly,we focus on innovation of the research respective.This paper adopts the Institutional Economics as a research perspective,we propose some solutions to the issues in process of China's real estate public policy implementation as follows:Guiding to cultivation system actively,strengthening institutional innovation,promoting healthy and orderly development of the real estate industry,developing China's real estate economic fast and well.Thirdly,there are some new attempts in my research method.We focus on the combination of normative analysis and empirical analysis,and we pay more attention on empirical analysis.We use large amount of detailed data to demonstrate our views.Last and not the least important,we focus on innovation of the research result. Based on the analysis of results of research in real estate development at home and abroad,esp.in light of China's basic national conditions,we advocate establishment of a "cooperative game" mechanism to bind the "non-cooperative game," to conduct and promote the healthy development of public policy in China's real estate industry.
