The rapid development of iron and steel enterprises not only makes the iron and steelenterprises to the grim situation that the supply exceeds demand, simultaneously has alsobrought a series of serious problems,such as the extreme shortage of resource and energy, andpollutant discharge. Iron and steel industry occupies an important position in our country’sindustrial system, and is the basis of the economic development of industry. However iron andsteel enterprise is an enterprise that has an excessive consumption of energy and causes theserious pollution. Iron and steel enterprise’s energy utilization level directly affects the provincesof the size of the energy consumption per unit of GDP. Therefore, it has very importantsignificance for mastering the iron and steel enterprises energy utilization in China, analyzingenergy efficiency the level, putting forward some corresponding suggestions and promotingenergy conservation and emission reduction work to do the research of energy efficiencyevaluation of China’s iron and steel enterprises.In this paper, we researched the energy utilization of the iron and steel enterprises by usingcontent analysis. Then evaluation index system for the energy efficiency of the iron and steelenterprises is given by analysis utilization of China’s iron and steel enterprises in energyefficiency from the theoretical and empirical perspectives.The traditional study on the energyefficiency ignores the intrinsic link between the energy, economy and environment, however theindex system this paper refers to covers the three systems of energy, economic, environmental,relative to the single efficiency evaluation system, the features of this evaluation system ismaking the economic and environment as the critical subsystems and factors of the energyefficiency. Iron and steel enterprises belongs to the high energy consumption enterprises, and hasa number of inputs and outputs, according to this characteristic of the energy consumption in theiron and steel enterprises, we used data envelopment analysis (Data Envelopment Analysis: DEA)to analyze the principles and ideas of the DEA, and determines the decision-making unit, and theindex system of the input and output that analyzes the energy efficiency of China’s iron and steelenterprises. Finally, we establish a steel enterprise energy efficiency evaluation model based on DEA method. At the same time, we make a iron and steel enterprise named M as the studysample enterprise, and select its data from1996to2010as a decision-making unit to carry out aseries of reviews. Then we give improvements about non-scale and effective decision-makingunit according to the results of empirical research.
