Since reform and opening, China’s human resource development has made greatprogress and development, as China is becoming more market-oriented, the level ofurbanization has also been improving steadily, but behind the impressive human resourcedevelopment output contradictions are gradually increasing. Inside of country andbetween provinces, the imbalance in human resource development has become more andmore prominent, such regional differences in human resource development issues hasalso increased. Thus, differences in regional human resource development research hasbecome a hot topic to many scholars, but can be summed up, Many research moredispersed, the conclusion is not clear, Guidance not prominent, and most scholars hasdone a lot of research to China’s eastern, central and western, less attention to differencesin provincial human resource development, even less in Shanxi. Therefore, this paperattempts based on the correct human resource development theory, selected scientific andaccurate statistical methods as a research tool, after use the integrated of theory andstatistical analysis, explore the differences in regional human recourse development inShaanxi Province, and find the way which could reduce these difference.Firstly, we read the domestic and foreign literature related to human resource developmenttheory, summary and concise, we do systematic exposition and evaluation, introduction to thetheory of mainstream scholars at home and abroad, to highlight the inadequacy and defects, andfrom a macro perspective to analyze the situation and found that regional human resourcedevelopment in Shaanxi show significant difference.Second, with the index analysis and model test, from the microscopic view to study thedynamic trends about the differences in human resource development in Shaanxi Province, use themodel method to do an in-depth exploration of the convergence divergence, Found that the amount of the Three regional economy steadily increased, but the growing differences between three majorregional city has expanded year by year, the human resource development of the Shaanxi Provincedoes not exist an absolute a convergence, between the three regions exist a weaker conditionalconvergence, but within the region in the northern and southern Shanxi do not exist absoluteconvergence.Finally, through the macro and micro analysis, grasp the human resource development ofShaanxi Province status differences, causes, factors, and from the industrial structureadjustment, improving the human resource development space layout, improving theoverall quality of human resources, establishing a good market mechanism to put forwardsome suggestions about narrow the differences in human resource development problems.
