Analysis On Influencing Factors Of Chongqing’s Undertaking Capacity Of Industrial Transfer

China is currently in boom of undertaking industrial transfer from the west to theeastern. How to understand this phenomenon, to grasp the law and be active guidancewill have an important impact on China’s future industrial layout. The existing literatureabout inter-regional transfer lacks of systematic research on the undertaking capacity ofthe industrial transfer.To reach the purpose of avoiding the blindness and repeatability along with theinter-regional industrial building, the rational allocation of regional elements ofresources and the optimization of regional industrial layout. Firstly, we study theundertaking capacity of regional industrial transfer from the theoretically option,combined with the related theory of industrial transfer to explore the influencing factorsof the regional capacity to undertake the transfer of industries, and build the indexsystem of evaluation to measure the ability to undertake. Then shifted to thecomparative advantage in its ability to undertake, using spatial econometric methods tomeasure the weight of influencing factors of the capacity to undertake and how to betterundertake industrial transfer, thus achieve Pareto optimal analysis of industry resourcesand give the strategy of improving regional industries to relocate. We explore aneffective way to improve the undertaking capacity of industrial transfer, and then putforward policy recommendations on rational allocation of regional elements ofresources and optimization of regional industrial layoutWe analysis the effect factors of undertaking capacity in regional industrial transferin Chongqing. Based on2002～2010data of provincial panel to establish the indicatorsystem, the spatial econometrics analysis show the results. In the cost factors, theprimary factor to affect the undertaking capacity of industrial transfer is the efficiencywage, and environmental regulation affects the minimum; in the investmentenvironment factors, mercerization level influences the most. In addition, the degree ofregional industrial concentration, openness and infrastructure construction condition, etcon the industrial transfer have different degree of influence; in the market potentialfactors, relative total assets contribution influences the undertaking capacity more andthe relative industrial cost affects less. Besides, we analysis the influencing factorsbased on the enterprise level data of Chongqing from2009to2010. The analysis rangesfrom the Regional Area, the industry level to the type of business angle. The results show that human capital is the primary factor for industrial transfer undertaking capacity.In view of this we give some policy suggestions to improve the undertaking capacity ofindustrial transfer in Chongqing.
