In the last three Five-Year Plans, China’s economy developed rapidly. The grossdomestic product (GDP) turned over nearly six times. Now China is in the stage ofrapid development of the12th Five-Year Plan. As one of the main parts of urbanconstruction, public projects developed rapidly in number and scale with economicdevelopment and urbanization process. Public projects are widely concerned in thecommunity because of the large amount of investment, sources of funding, the publicobjectives and the public interests. For example, Xiamen PX, Ningbo PX and Panyuprojects all triggered massive protests due to lack of project information disclosure andpoor access to public expression of opinion, which led to the projects were forced tostop or migration. Public require to know project-related information and to expresstheir views more and more intense. Public opinion become a necessary condition as oneof the considering elements in the scientific government decision-making. To referenceto the views of the public in the decision-making of public projects, public informationcollection and transfer become the most basic and most urgent problem to be solved.This paper focuses on information collection and transfer mechanism of publicparticipation in decision-making of public projects. By literature, comparative analysisand lessons learned, this paper puts forward arguments about the public participation,analyses of dispersed participation and organized participation of the informationcollection and transfer. In organized participation, this paper further researches differentorganizations by comparing self-government and social organizations in informationcollection and transfer. In dispersed participation, the advice is choosing to rely onprofessional data acquisition companies. There are different management approachesfor these different organizations. This paper sums up experience and practice at homeand abroad to focus on exploring the cooperation of the management of governmentprocurement of services, further explores the actual operation of this way in purchaseform and oversight mechanisms. Finally, this paper initially establishes a framework ofinformation collection and transfer mechanism of public participation in decision-making of public projects.
