With the high development pace of the economy globalization, the competitionamong the enterprises has become the competition of talent. Human resource is actingmore and more important role for enterprises. The administrative concept Taking staffas the foremost is a new request for the enterprise management in the era ofknowledge economy. The enterprises should enhance human resources managementand offer satisfying development platforms for the staff to attract the talents and makethem stay in the enterprises stably, then the enterprises can develop forward togetherwith their staff and go to success in the competition.The thesis takes the human resource management predicament that CompanyDBS faced with after the Financial Crisis as research object. Following the logicalthinking of raising, analyzing and solving the problems with scientific and religiousattitude, basing upon the actual needs of the application of human resourcemanagement and development theory, the thesis firstly sets forth the current situationabout the operation, organization, and the talents’ recruitment, training, making-use-ofand maintenance in Company DBS, then summarises the general disadvantages of thehuman recources management, then focus on the analysis for the impact factors inmacroscopic and microscopic ways, firstly getting the outer impact factors ofeconomic environment, industry characters and customer impact, then finding out theinner ones with the analysis methods of questionnaire investigation and AHP, such ascompany management, performance evaluation, incentive schemes, general affairsservice and care for staff; Finally the thesis brings forward the overall program andmeasures to solve the problems with two steps “Set forth the human resourcesmanagement optimization goals, and put up with specific optimization solutions” inorder to make the human resources management system optimized and improve thecompetitive capability of Company DBS.
