In recent years, along with the business expansion and the development of informationtechnology, internal information system increases rapidly and its structure becomes morecomplex, but the decision support function is limited. Many of the independent system ofinformation need to communicate and share with each other. In the needs of effective integrationof the system on the business and technology, how to establish a set of effective managementsystem, which can effectively integrate the existing banking system, realized the interactive ofmanagement accounting platform and business platform, the fine management infiltrated inevery management object, embodied in every operating elements, reflect process management toevery aspect of business, which is an important topic placed in a bank.This paper intends to study the MOVA system(integrated performance value managementsystem) implementation of ICBC based on the SOA framework. With the commercial banktheory, this paper discusses state-owned fine management by commercial banks and theinformation of the combination of philosophy; and analyzes the personal banking business andcorporate banking services system design and implement in details in the implementation of thegeneral issues summarized, summary of research. Analysis of the status quo of ICBC Hebeibranch, including performance management situation and the analysis of current situation ofinformatization, enterprise urgent needs; studies on the MOVA system construction background,overall framework, function, module and main function features, and puts forward the concreteimplementation plan; through analysis of enterprise requirement and enterprise actual workcondition of MOVA system implementation of overall design train of thought, including theimplementation of the preparation, implementation process, problems in implementation as wellas the countermeasure, implementation effect evaluation, and the design of MOVA system forindividual business and corporate banking services application guidelines.
