Rural water infrastructure has a vital role in China’s agricultural development,but also to the stability of China’s food security and farmers’ income, a result, inrecent years, China has increased investment in agriculture and irrigationinfrastructure, trying to build a complete agricultural productionthe basic conditionsof the farmers’ income. Agriculture and irrigation infrastructure efficiency in the useof play and management and protection system is directly related to the paper selectedrural water infrastructure management and protection system for the study.The paper is divided into six chapters. The introductory part of the first chapterfocuses collect the status quo of domestic and foreign scholars in related fields,especially foreign scholars proposed solutions in solving the management andprotection of agricultural infrastructure in developing countries, this article providesresearch-based; Chapter II is the theoretical part, as a tool of the theory of publicgoods and institutional economics theory, the role of rural water infrastructuremanagement and protection system, constitute a general study of the role of aparticipant, transaction costs; in the first chapters from the point of view of historicalresearch, since the founding of the People’s Republic of China’s rural waterinfrastructure management and protection of the historical evolution of the system,management and protection system for each period of government, the collectivefarmers play a role, management and protection system of property rightsarrangements, in order to deepen in this paper, the time dimension; on the basis oftheoretical research and historical research, the basic framework of the fourth chapterto the rural water infrastructure management and protection system, trying to outlinereasonable arrangements for the management and protection system, such asmulti-center governance, collective property rights arrangements, to play the role ofgrass-roots organizations of farmers; Chapter the empirical research stage, from aresearch point of view, for practical innovation in Sichuan Province to build ruralwater conservancy facilities management and protection system as well as problemsimprove the study, from a practical point of view; Chapter VI is the first paper, on thebasis of policy recommendations to improve China’s rural water infrastructure management and protection system in the new situation.Because of the time and of the level of research, there are still someimperfections, such as rural water infrastructure management and protection systemtheory is not thorough enough, there is no in-depth analysis of farmers’ collectiveaction mode. However, the authors hope this article can provide a new perspective forthe study of China’s rural infrastructure, with some theoretical and practicalsignificance.
