| Since the reform and opening, large amont of peasants have been swarming into the cityto do business,and then it pulled open the curtain of rural labor transfer. However, because ofsystem, employment and other aspects these peasants have not earned worthy rights andrealized identity change. It meant they were not the true citizen. This seriously impacts onChina’s urbanization process,and it is adverse to the adjustment of economic structure andthe healthy development of the national economy. The peasant-workers’ citizenization relatedto more problems, not only the development of urbanization but also the new ruralconstruction. Meanwhile, as a part of industrial worker their quality and skills also impact onadjustment of industrial structure. This is the problem we have to face. In the new historicalperiod and economic conditions, the internal and external situation peasant-workers faced haschanged greatly. Thus we should make a further study on this problem.This paper firstly expounds the definition of inclusive growth, peasant-workers’citizenization and the public services, defining the object and contents of study. Then basedon the investigation of Zhengzhou and Xuchang this paper analyzes the current situationbetween peasant-workers’ citizenization and the supply of urban pubic services, and finds thekey factor of the problem of peasant-workers’ citizenization, lack of enough public services.And then this paper conducts regression analysis with ordinal regression model, confirmingthe problems we proposed and clearing the important factors that restricts the process ofpeasant-workers’ citizenization. Finally, based on the result and the demand of inclusivegrowth this paper presents a number of counterpart measures.Based on our research, this paper has some conclusions:(1)The slow process of peasant-workers’ citizenization cannot adapt the development ofcurrent economy,and it lags behind industrialization level. This not only restricts the processof urbanization, but also affcets the healthy development of national economy. Meanwhile, this is adverse to inclusive growth.(2) The slow process of peasant-workers’ citizenization has deep reasons, and the mainfactor is the unreasonable system of household register and urban public service. Because ofthe system peasant-workers cannot have equal chance with citizen in employment, childreneducation, vocational training, medical treatment and public health and social insurance. Allthis raises peasant-workers’ cost and risk, and weakens their aspiration.(3)Inclusive growth provides a new perspective to resolve the problems ofpeasant-workers’ citizenization. The core ideas inclusive growth including provide us theorientation we should to do.(4)With the combination of the qualitative and quantitative methods, this paper considersthat employment, housing and children education are the most important factors.At last, this paper proposes some measures to resolve the problems:(1) In order to attainsufficient money we should break the unreasonable system and take measures to realizesubject diversification on urban public services. We also should implement creation onmechanism and organization of urban public services to lower the cost and risk ofpeasant-workers’ citizenization.(2)Reform unreasonable distribution system to makepeasant-workers share the achievement of reform development.(3)We shuould strengthenvocational training, and promote peasant-workers’ skills and quality,and raise theirgains.(4)Build a good social environment, and advance fairness of rights and chances. |
