The entrepreneurial activities increasingly grow in quantity and the competition isintense with each passing day with the development of economy. Though there are manyentrepreneurial projects in the medium-sized and small city, the competition is fierce. So moreentrepreneurs especially the individual business choose to go to the small towns. They cansave investment cost and reduce the risk there.What’s more, our country introduces therelevant preferential policies and guides more entrepreneurs to do pioneering work in smalltowns. And this can ease employment pressure and promote the urbanization construction.More and more people go to small towns to do pioneering work, and the entrepreneurialsuccess is associated with the local entrepreneurial environment, as well as the entrepreneurs.So it is the important link of improving policy feasibility to study and evaluate theentrepreneurial environment of individual business in local small towns. And it alsostates the ideas, methods and the innovation of this paper.Chapter2, the basic theory and concept of the entrepreneurial environment of individualbusiness in small towns. This part summarizes domestic and foreign theory aboutentrepreneurial environment: five dimension model and GEM model. This is the final part of the paper, and this part putsforward some recommendations：To promote the technology environment by increasing thesupport from experts and improving the technology acquirement; to improve governmentprograms support by guiding the entrepreneurial activities and keeping the programs supportand the good staff service; to expand financing channels by improving government start-upand support funds, bank and private loans and keeping increasing the financial institutions,improving government credit and increasing funds raised by oneself; to strengthen thepolicy support of the government by establishing business parks, improving preferentialpolicies of industry and fulfilling the policies and maintaining the tax reduction andexemption policies.
