The Owner Management Research Of The Foreign Government Loan Projects

Owner are the human, financial and information integrators in the process of construction projects, and the owner’s project management is the core of construction project management. Nowadays, the research on the owner management in the field of project management is relatively weak, especially the owner management research of foreign government loan projects. A foreign government loan project is,in most cases, a one-time work for an enterprises. The experience the owner relies on is relatively rare, thus, it causes many problems to the enterprise in the project management process. In this paper we firstly compare the difference on management content between the general projects and foreign government loan projects and analyze the current owner management stutas of both types of projects and the major problems are pointed out. Then taken the German-loaned heating network automation project of Xinjiang Tianfu Thermoelectricity Company as a case study, we put forward eleven critical tasks in the project owner management and build an owner whole process project management control matrix to help managers quickly get control of the criticle points in the government loan project management process. In addition, we also set up a performance evaluation system for the owner management of foreign government loan projects and the performance of the German-loaned heating network automation project of Xinjiang Tianfu Thermoelectricity Company is evaluated using this system. I hope this paper can help to improve the management level of the foreign government loan projects.
