Quancheng Online Learning System Design And Implementation

"To establish a lifelong-learning society " is one of the strategic objectives set by China’s Long-term Education Reform and Development Plan (2010-2020). To fully implement the outline, Chinese Council issued Circular on National Education System Reform (October2010), which designated Jinan as one of the four pilot cities to promote the learning-city project. In March2012, the municipal government issued Protocol for Education System Reform of Jinan, developing the strategy of building lifelong-learning support-system in Jinan and launching the target of "establishing of digital learning platform that covers both the urban and rural residents".As a member of the construction team of Jinan lifelong-learning service platform, I’m honored to have participated in the entire process of developing this digital system, Quancheng Learning Network (http://www.0531xue.com). Combining all the experiences in the construction process, this essay conducts deep research in the digital online learning system, assists in developing the online learning system of Quancheng Learning Network, and proposes possible solutions to its problems. This paper works in the following aspects:1.The analysis scheme with local specialties of Jinan online teaching system needs is summarized, based on the detailed investigation into online-learning styles and online-learning needs, also by investigating and comparing domestic and foreign counterparts’views.2.The modular construction scheme of Quancheng Learning Network is identified, consisting of three constituent modules, the RMS resource management, the LMS learning management and the UMS student management. The detailed needs of the three modules are analyzed concretely.3. The hardware, software, network structure and other aspects are designined in details. The use of the software part is achieved through means of the JSP/Servlet/HTML/XML and is released through Tomcat, while the back-end database through ORACLE database. It performs a comprehensively exposition from the interface design of system management, the detailed process, configuration information and network structure of the constituent modules to the design of the database.Quancheng Learning Network has built a comfortable online-learning environment for all citizens in Jinan to carry out public lifelong learning, which" anybody can learn, anywhere they like ". It will meet the diverse needs of lifelong learning, promote people’s standard of living, cultural quality, career development abilities and enhance their lifelong learning capabilities.
