The eighteenth national congress of Chinese Communist Party report that: everyone enjoy the basic health services; the main work is to promote comprehensive reform on health care and public health, provide safe effective easy inexpensive public health and basic medical services for the people.In2011, the Ministry of Health issued accreditation standards about three level general hospital. Some works on improving efficiency about the clinical diagnosis and treatment, standardizing clinical work, protecting the safety of clinical diagnosis, are more dependent on the construction of information. It gave the clear requirements on hospital information construction. Meanwhile, The Hospital Administration Institute of the Ministry of Health issued the "Basic Functional Specification about Hospital Information System ", it gave a more practical guidance, specific each module and step for building the hospital HIS system.Dermatology Hospital of Shandong Province, as a skin specialist hospital, have done some works on information construction in the last several years. Before2012, the clinic used the pre payment business model. Along with rising outpatients, the business model has been unable to continue, some changes must be made. Thus, clinic card system based on pre-recharge pattern becomes a reality requirement.Firstly, the paper discussed the project background of clinic card system, and then made a detailed analysis on functional requirements and non-functional requirements. The functional requirements based on clinic settlement business and clinic treatment business, non-functional based on technical requires, performance requires, external interface requires.After requirements analysis, the paper carried out the overall architecture design of clinic card system. It contains system technical architecture, physical deployment architecture and functional architecture. Considering system’s scalability and maintainability, the system used a three-tier B/S logical architecture. In the physical deployment architecture, security, stability and operational aspects requirements were considered. In the functional architecture, the paper discussed functional components and descriptions.In the detailed design of the clinic card system, the paper made some models through timing diagram and class diagram. It makes specific design and description on the fee collecting workstations, doctor workstations, checking workstations, pharmacy workstations. In the data design, the critical data view and important table structure were shown.In the system implementation section, the paper first gave specific methods about system access control and role differentiation, and then described the interface implementation and the specific operating instructions about specific business module, such as fee collecting workstations, doctor workstations, checking workstations, pharmacy workstations etc.Finally, the paper introduced the application of the clinic card system, and gave some advices to be improved and optimized on the next step.In summary, according to the requirement analysis of the clinic card business, the paper design and implement a clinic card system based on pre-recharge pattern.
