With the development of the need of the information in medical field and the Internet, more emphasis has been placed on informative medical treatment and it changes from Local Area Network System to Internet Network System. How to improve the efficiency of medical department and lower the cost of medical department must be considered when it comes to the problems existed in the medical field in China. In some sense medical record is where the rub is. Medical record is a train that carries patients' medical information and plays a significant role all through the clinical process. But little clinics can not afford to build a clinic medical treatment information So a small and flexible clinical software system is seriously needed. So we developed the clinical controlling system, which can allow the users to manage their medical information on computers without large amount of money.The process used the tools of Unified Modeling Language (UML) and strictly observed software engineer criterions. The requirement analysis is abstracted from practical work and researches in American clinics, along with the existing standards in medical record writing. Based on the requirement analysis, system use case models are constructed, and the system functions are distributed refer to the models. The system includes four subsystems: system management, patient management, nurse model, diagnosis model.This paper analyzes the background of this system, nowadays situation of Hospital Information System and clinic document management system, then concludes questions need to be solved. System overall architecture, requirement analysis, architecture design and representative detain design and implement are described. According to the requirement analysis, the system is modeled. Class dia grams are applied for describing static structure, and sequence diagram for dynamic structure. Classes are then abstracted and transferred to relational database pattern, and system's database part is designed from these patterns. In addition, the paper also discusses the network and safety structure of the system. At the end of the paper, we analyzes and discusses some key questions in the process of system implement and test method.The key questions of the paper are as following:1. To meet the requirement and to produce high quality system, the project adopts Rational Unified Process(RUP) as software development method, the advantage of RUP is distinguishing Use Case with Actor.2. To build a high scalable system for the future development of the system, a multi-layer architecture based on .NET platform was applied. By leverage C#.NET and ADO.NET technologies, a high scalable and easy to integration system was built.3. Design reasonable and reliable database . Database design is a key problem of management information system design. In this paper, we transform concept model into object oriented model and then transform object oriented model to physical model, with PowerDesigner software. In this way, the reasonable database structure is constructed.In sum, the system meets the hospital's business requirements. Most physicians are satisfied with the use of the system, because it transferred accurate data to physicians rapidly. Most importantly, it brings convenience and better treatment to patients. After all, the system generates a significant rise in productivity, as well as increase in quality of care. This system is also a milestone of the construction of information in American clinics.
