As the starting point of audit and a key to integration of auditing resources, auditing projects planning management should be strengthened to increase efficiency and ensure quality of audit. The paper is to expound how to improve the overall efficiency and quality of auditing project planning management by analyzing and designing an effective auditing project planning management system (hereinafter referred to as APPMS).Firstly, the paper analyzes the background of the system development, discusses the status quo of the research and its significance, and describes the key technologies as well as theories applied in this study; and then by employing structured methods to accomplish analysis and design of the system. Secondly, from the perspectives of practical needs, functional and non-functional requirements, the paper is to make requirements description where operational activities, functional and non-functional requirements of the system is analyzed by using flow charts and data flow diagram. On such basis, the paper divides APPMS into such4modules as auditing project management, auditing planning management, auditing information analysis and system management. The study also designs overall functional structure and describes each function module with HIPO method respectively. It finally makes a database design illustrated by using ER charts to analyze entity relationship. In the last section of the paper, it summarizes the analysis, describes the major work of the research and its limits, and proposes a few ideas for future studies.Analysis and design of audit project management system have not only standardized the audit process, improved the quality of audit project management, but also strengthened the decision-making ability of audit project plan analysis, which can liberate auditors from burdensome workloads and thus guarantee highly-efficient management for auditing project plan.
