Railway Construction of China is now in a period of rapid development, however, The informationalized level of railway can not meet the requirements of whole speed-up of train,especially when in the face of temporary speed restriction and other problems,due to the none real-time road and train running information, train accidents often occur. Therefore, in order to improve the safety of running train, It’s very important to develop a real-time railway temporary speed restriction information collection and management system.The information management system of temporary speed restriction uses the concept of information,automation and visualization, and it communicate with train and road and through the GSM mobile network which excluding the human factors in the interactive communication process, thus improving real-time performance and reliability of communication. The main work accomplished in this article is as follows:1) Analysis of the overall function of train of the temporary speed restriction control system, developed functional and performance requirements of information management system, given the system’s technical framework and implementation of some key technologies used in the system, such as GSM mobile communication technology, WebGIS technology and RSA encryption technology.2) design the MVC framework of system C/S structure and divide the function of the four modules:GSM communication module, information security management module, the data service module and the electronic map display function module, and develop communication mechanisms and protocols among train-road-Information management system which to achieve the reliable communication.3) Local test for the function of information management system, test the performance of the control system user login and role permissions, database storage and query, electronic map display functions as well as GSM SMS communication. The test results show that the information management system has the main functions managing the temporary speed restriction information. 4) Field test for information management system to test the communication among information management system, handset and on-board host computer. The test results show that the information management system achieved a real-time and reliable communication with the host computer and handset, it proved that the system has a high practical value.
