Design And Realization Of The General Architecture Of The Business Supporting System And The Billing System In The China Unicom Of Liaoning

The competition of the telecommunication market becomes more severe after thereorganization of China Unicom and China Telecom. The competition is conductedfrom the network capability， the business innovation， and the operationsmanagement to the Business Supporting System (BSS) and the Billing System.Nevertheless, the existed BSS and Billing System were developed ten years ago solelyfor the mobile network. The old systems are not capable to ideally support the servicefor the fixed network and G network, and can not meet the needs of the current marketenvironment. In order to adapt to the new period with severe competitions，anadvanced Billing System is urged， which will be fitted for the current businessdevelopment and management.A new Billing System is aimed to improve the network capability, the businessinnovation ability, the operation management ability, and the business supportingability. Based on these requirements, this article establishes a final design of the newBilling System, with a thorough analysis of the confronted problems of the currentsystem. In this project, the UML modelling language, the MVC design, theANSIC++language, the UNIX operation system and the ORACLE database areimplemented for the development of the new system. Several sub-systems are created,including Billing Processing, Account Processing, Account Management, and CreditControlling. The design of these four sub-systems will be described in detail in thisthesis.It has been tested that the proposed system functions well after it is operatedonline. The designed modules work efficiently as expected. Firstly， the supporting ofthe new system on the convergent service is intensively studied. Starting from theanalysis on the demanding，the supporting capacity is rapidly formed，and is ensured to be adaptive to the complex convergent services. Secondly， the supporting on thebroadband business and the value-added service are especially concerned. The designof the online charging system (OCS) is accelerated， so that the pre-pay managementmode of the broadband business and the value-added service are efficiently supported.Thirdly， the supporting capacity of the digital canal is enhanced. As such, theconsumptive habit of the e-business is cultivated and the e-business customer base ofthe China Unicom is settled. Fourthly， the “one card loading” system and thecustomer service system are integrated. The “one card loading” system is implementedin the full service of the China Unicom in the full network so that the customerperception is entirely improved. The new Billing System is playing an important rolein various aspects, i.e. the business operation management, the management control,the quality of the business development and the customer perception, and eventuallyimproves the kernel competitiveness of the company.
