Nowadays world is completely different than the world200years ago, the pace oflife increased tens of thousand times, which brings us such a big change is the rapiddevelopment of the telecommunications industry. In the first decade of new century,telecommunications industry developed more rapidly, from the broadband network inthe beginning of the century to the present fiber optic popularization, the2G GPRSnetwork to the current3G, WLAN full coverage, and the upcoming4G network,telecommunications Industry has brought enormous changes to our lives. At the sametime, the implementation and installation business of telecommunicationsinfrastructure has a substantial increase; this spawned a number of small and mediumcompanies to do this work. Because of the birth time of these companies is not long,and the scale of most of them is not very big, the management system is not mature.In the market, there is not many forming management system which for thesebusiness, and they are generally expensive, this makes these enterprises is still inhandmade basic management model. This mode causes the majority of time is spentin handling business communication, run inefficient and error-prone. Due to possibleoffsite communications, making the step of error correction too complicated, thisis not conducive to the overall development of the businessThis paper takes the scale of these companies and their current business situationinto account, using the ideas of MVC framework and the technology of JSP,establishing Apache Tomcat server and MySQL database, gives out the design of anappropriate management system for these companies. The purpose of this system isto solve the current process inefficiencies problem of business, makes the businessprocess and easy to navigate more orderly, adds the function of business statistics,enable the companies easy to organize their business information, so there could bemore workers engage in the work of the specific implementation of business.This article describes the specific content as follows:1. Determined the system’s business situation, conducted business needs analysis, taking into account that there are different regional offices of these companies,according to the requirements on financial, material and engineering, set up differentpositions, analyze functions authority of various positions, and give out functionaluse-case diagram for the main position.2. According to the division of job functions, analysis the requirements of system,divided detailed functional module design, and gives out the detail description of eachfunctional module.3. According to the division of functional modules and business needs analysis,give out the design of system database, and the typical data relationship, importantfield descriptions in all tables, and build the database in the MySQL database,according to the design.4. Based on the design of system, using JSP+Sevlet+JavaBean model of MVCframework to develop the system in accordance with the module, gives out the logicflow of important feature of this system, and gives out the realization of each businessfunction, through illustration give out the describe of function and operation of eachmodule.5. By designing test cases, to authenticate The function of the system, show thecomparative analysis of test and expected results, verify the achieve the effect ofsystem functionality.
