With the development of Safe China Project, the video monitoring demand of public becomes strong. The definition of video capture devices such as cameras and so on improves continuously. The number of monitor increases continuously. The demand of video process improves continuously. This situation is conflict with the traditional video monitoring system network. While the development of Cloud Computing gives a new way to video monitoring system. Cloud Computing video monitoring system can meet the demand of big data computing and storage requirements. What’s more it also can solve the defect of traditional video monitoring system. The article is to present a large-scale high-definition video surveillance system based on Cloud Computing.At the first part of the paper introduce the development process of video monitoring technology and the reveal the bottlenecks that encountered in the current video monitoring technology. Thereby introduce Cloud Computing and the file system HDFS and MapReduce. After we have known well about the Hadoop platform, choose the right technology. The paper also gives specific design and implementation of monitoring systems of the several functional part, the modules include search video, upload video, video storage, video transcoding, download video. Finally a simple testing and analysis is done based on the monitoring system.
