At present, it is projected that about4zettabytes (or10**21bytes) of digital data arebeing generated per year. Big Data is a term applied to data sets whose size is beyond theability of available tools to undertake their acquisition, access, analytics and/or applicationin a reasonable amount of time. As the data is growing rich, information is poor.To overcome data quality issues with data quantity, it’s necessary to speed up theconstruction of "big intelligence" system of Chinese characteristics, which is adapted to thechanges, and the key to enhance the fighting force of the public security work, can promotethe reform and innovation of public security work. The information platform is animportant component of "big intelligence" system, anywhere, there are still many problemsabout the targeted persons management by using information platform. Informationplatform has not yet formed integrated, smooth information flow of the management oftargeted persons.Different types of personnel information scatter in different business systems andfunctions modules, lack of the overall show of the person’s information. To solve thisproblem,this paper explores the design and implementation of the files system of targetedpersons based on information platform. Syetem constructs the the archives which realizethe whole process dynamic control and centralized display the the files of targeted persons.On the technical level, the development of the files system of targeted persons, sloves theproblem of "two can’t", which is analysists can’t analyse, and frontline police can’t control,effectively improves the efficiency of the management of targeted persons.
