flood disaster always happens in our country. The flood disaster has been theimportant natural disasters, and the flood control and disaster mitigation has been adifficult task water resources industry in China. For a long time, people mainly usethe construction of large-scale water conservancy facilities to reduce flood damageloss. Now with pieces of the construction of water conservancy project completed,people found that the flood control benefit didn’t achieve the result of previouslythought. The annual losses caused by Flooding continued, even on the rise. Justrelying on flood control engineering construction to control the flood disaster isbecoming more and more weak. With the transformation of water conservancythought in the new period, people pay attention to the construction of flood controlengineering measures. At the same time people pay more attention to the constructionof non-engineering flood control system. The flood control and disaster reductiondecision support system is one of the project with national efforts on non-engineeringflood control system. This paper reviewed the research and application status of theflood control and disaster mitigation decision support system at home and abroad,combined with the actual research and development of flood control decision supportsystem for LiaoHunTai Basin, focused on the study and design of database andreceiving information processing subsystem. The main achievements are as follows:(1)Developed a provincial flood control and receive processing subsystemhaving the following functions: Receiving, data transmission, inspection, warehousing,export, log management and so on. This system automates the flood control andinformation collection and ensure the standardization of data storage format, whichprovide comprehensive data to the upper business application system timely andeffectively.(2)Developed a data remote maintenance update system based onBrowser/Server network architecture model, which applied the Applet and Server Letcomputer technology to the system and enabled users to determine and modify data in a list or query online. Then used the add, delete, save button to achieve for datachange and preservation. The system can also upload and download audio and video,images and other large objects.(3)Developed a data maintenance rights management system based onClient/Server structure model, which applied the role-based access technology is tothe system. The system realized the data security access through the division ofdifferent users, roles, permissions unit, and set permissions for the user and roleinformation, which ensured the security of the system.
