With the radar technology rapid developing and the new system radar gradually becoming the main force of electronic counter measures, electronic warfare environment being more and more complex increasingly, the sorting and recognition based on the conventional five parameters (carrier frequency (CF), pulse amplitude (PA), pulse width (PW), time of arrival (TOA), direction of arrival (DOA)) cannot adapt to modern electronic warfare electromagnetic environment.. In view of the complex system of radar emitter signals, domestic and foreign scholars have put forward many new characteristics analysis method. How to select the sorting characteristics recognition ability better from these characteristics, to make up the deficiency for the traditional five parameter, which has important theoretical and practical significance.This paper from three different interference factors analysis of radar signals, and designs the radar emitter signal feature evaluation indexes from stability, separability and recognition rate confidence, and establishes a multi objective decision making fuzzy evaluation model based on cloud model. The main work and research results are as follows:1、The investigation about the present situation at home and abroad of feature evaluation of the radar emitter signal is summarized and analyzed. The problems needed to be solved are also pointed out. Besides the structure model of radar emitter signal feature evaluation is presented.2、Analysis six kinds of radar signal and its mathematical model and analysis the extraction algorithm based on wavelet packet features, the instantaneous frequency derived features and time-frequency atoms potential modulation features respectively. For wavelet packet feature has high dimension,"empty packages" due to noise, redundancy between features, reject "empty packages", the ReliefF algorithm and SBS algorithm were used to select the sorting ability to identify strong features in order to achieve the reduction of the features of dimensionality and the computational complexity.3、Establish the mathematical model of radar emitter signal interference from noise interference, multi path interference and clutter interference is studied in three aspects, and carries on the simulation experiment, extracting characteristic data, prepare data for the index and comprehensive evaluation. Radar emitter signal characteristics evaluation indexes are designed based on stability, separability and recognition rate confidence, theoretical framework of the characteristics evaluation indexes, models and algorithms are given. Stability includes the stability characteristic value and the correct recognition rate of sensitivity to different interference factors. Separability includes comprehensive fuzzy degree and fuzzy entropy based on fuzzy entropy and fuzzy degree. Confidence includes the correct recognition rate based on the F distribution and the Z distribution of the confidence interval. Finally, the data of each interference index is obtained through simulation experiment, and provide basic data for the comprehensive evaluation of the next step.4、Establish a evaluation model of multi-objective fuzzy decision based on cloud model to comprehensive evaluation features for radar emitter signals. Simulation results show that the model can reflect the characteristics of the evaluation process of the random and fuzzy, and evaluates the characteristic performance comprehensive, provides a new way to add new features to make up the insufficient for the traditional five parameters.
