Energy shortage and environmental degradation has become the biggest problem to this world in21st century. In China, economic growth is sustained and high-speed over the past few years. It becomes the biggest highlight of the global economy. At the same time it also triggers a huge energy crisis and environmental pressures. Energy conservation has become an inevitable requirement for social and economic development. Colleges and universities occupy a significant proportion of energy consumption in urban composition. And it will continue increasing year by year. Meanwhile, statistics and management of energy use is lacking. And the different of energy regulatory system between schools makes it difficult to have a effective energy monitoring and management. Establish a set of practical campus energy monitoring system is imminent. Through the establishment of energy consumption monitoring system in colleges and universities, we can develop students’ awareness of energy.This paper discusses the present development status of conservation-oriented ca-mpus construction and that of Anhui University. Based on the Microsoft Windows7o perating system, we develop campus energy-saving monitoring platform system using the development tools of Visual Studio2010, Silverlight4.0, Oracle10G. According to the software development process, we describe successively the principles and objectives of the system, the system requirement analysis, the overall system idea, the overall system architecture, the selection of system development environment, the design and implementation of database, the design and implementation of functional modules, and the system testing and maintenance. The campus energy-saving monitoring platform system we designed could well complete the following functional requirements:improving energy monitoring and management capabilities; complete intelligent control functions; sound system compatible functions; stable and reliable operation functions. The system could well monitor and manage energy consumption on campus. Meanwhile, we also found some problems when we really used it, such as:the method of data statistical analysis way is monotonous, focuses on energy-efficient treatment of the individual energy consumption index, the comprehensive analysis selection ability of several correlative energy consumption indexs is lacking. Existing energy-saving regulation platform built by other colleges and universities, and researchers’ study about energy-saving supervision platform are all in way of data statistics, data analysis algorithm, parameter selection method or result using processing, selecting the overall energy program is not concerned.The main work and innovation of this paper are:after analyzing the comprehensive energy evaluation choice for campus energy-saving monitoring platform system, this paper proposes an idea for solving this problem by using Vague Set Theory. This paper also can solve the energy consumption for different evaluation questions must be balanced.Finally, We will have specific instructions for this object by using our energy-saving programs which based on Vague Set Theory. Proved by these experiments, our selection method can have a better choice. And it will reach the program optimization when we consider the evaluation of different energy balanced at the same time.
