OSS:Operation support system operations support systems. OSS is an integrated business operation and management platform, but also a real fusion of traditional IP data services and mobile value-added services integrated management platform. OSS is the integration of telecom operators, information resources shared system, it mainly consists of network management, systems management, billing, sales, billing and customer service and other components, systems through a unified message bus organic together. It can not only help operators to formulate its own characteristics operational support systems, but also to help users develop systems integration standards, improve and enhance the user’s service level.Telecommunications resources management as a basis for telecom operation support system platform and core systems, will report directly to the telecommunications operator’s network operation and maintenance, service provisioning and scheduling, service assurance and support operational activities to provide technical support. At the same time, but also for corporate fixed asset management, construction and other business management activities to provide support. With information technology telecom operators increasingly accelerated pace, telecommunications resource management in the telecommunications operator’s network planning, optimization, construction, operation, maintenance, and support of enterprise management to highlight the growing role.This paper describes the development of a feasibility study abroad, classification overview of relevant theories feasibility study abroad, the proposed feasibility study approach. Then, from Jiangsu Telecom OSS system status, the existing system problems and other aspects of the project requirements introduced Jiangsu Telecom OSS system status and needs. In this paper, the feasibility study of the project, from project needs analysis, technical support, project feasibility analysis, project evaluation and financial evaluation of investment analysis and project risk analysis and prevention of these four aspects to carry out. After four aspects of the full argument, we think that this project has a strong implementation feasibility.
